ELEZIONI EUROPEE: ISTRUZIONI PER GLI ELETTORI STRANIERI RESIDENTI IN ITALIA

ELEZIONE DEI MEMBRI DEL PARLAMENTO EUROPEO SPETTANTI ALL'ITALIA DA PARTE DEI CITTADINI DELL'UNIONE EUROPEA RESIDENTI IN ITALIA
In occasione della prossima elezione del Parlamento europeo, fissata tra il 23 e il 26 maggio 2019 anche i cittadini degli altri Paesi dell'Unione Europea potranno votare in Italia per i membri del Parlamento Europeospettanti all'Italia, inoltrando apposita domanda al sindaco del comune di residenza.
La domanda - il cui modello è disponibile sia presso il comune che sul sito internet del Ministero dell'Interno all'indirizzo: https://dait.interno.gov.it/elezioni/optanti-2019 - dovrà essere presentata agli uffici comunali o spedita mediante raccomandata entro il 25 FEBBRAIO 2019
Nel primo caso, la sottoscrizione della domanda, in presenza del dipendente addetto, non sarà soggetta ad autenticazione; in caso di recapito a mezzo posta, invece, la domanda dovrà essere corredata dacopia fotostatica non autenticata di un documento di identità del sottoscrittore (art. 38, comma 3, del DPR 28/12/2000, n. 445).
Nella domanda,dovranno essere espressamente dichiarati: la volontà di esercitare esclusivamente in Italia il diritto di voto, il possesso della capacità elettorale nello Stato di origine, l'assenza di un provvedimento giudiziario a carico, che comporti per lo Stato di origine la perdita dell'elettorato attivo.
Gli Uffici comunali comunicheranno tempestivamente l'esito della domanda; in caso di accoglimento, gli interessati riceveranno la tessera elettorale con l'indicazione del seggio ove potranno recarsi a votare.
Con l'iscrizione nella lista aggiunta, si potrà esercitare il voto esclusivamente per i membri del Parlamento europeo spettanti all'Italia e non anche per i membri del Parlamento europeo spettanti al Paese di origine: vi è, infatti, il DIVIETO DI DOPPIO VOTO.

ELECTION OF THE MEMBERS OF THE EUROPEAN PARLIAMENT BELONGING TO THE ITALIAN ALLOCATION OF SEATS BY EUROPEAN UNION CITIZENS RESIDING IN ITALY
The European Parliament election will be held from 23th May to 26th May, 2019 and E.V. citizens residing in Italy have the right to vote in Italy and to elect Italian candidates to the seats allocated to Italy in the European Parliarnent. A formai application must be submitted to the mayor of the municipality of residence. The said application form can be collected at the municipaI officcs and it is also available on the Internet at: https://dait.interno.gov.it/elezioni/optanti-2019 Once filled in, it must be submitted to the Municipality in person or sent by registered mail by 25 th February, 2019. If the application is personally handed in, it is not necessary to havc your signature attested. If sent by mail, a photocopy of the applicant's identity card must be attached to the application form (sec. 38 sub.3 of DPR 28/12/2000 n.445).
Besides, the person shall fili in the form and state: right to vote in the Member State of origin, that there is no Court arder against hirn/her that has deprived hirn/her of the right to vote in his/her Member State of origin.
The rnunicipal offices shall inform as 500n as possìble the person concemed of the acceptance of his/her application and send him/her the voter's card stating the address where the polling station ìs located.
If included in the additional electoral roll, you may express your vote for members of the European Parliament belonging to the Italian allocation of seats only and not for members of the European Parliament belonging to your Member State of origin's share of seats: in fact, it is forbidden to vote twice.

VOTE DES RESSORTISSANTS DE L/UNION EUROPEENNE RESIDANT EN ITALIE POUR LES ELECTIONS DES MEMBRES AU PARLEMENT EUROPEEN ATTRIBUES A L'ITALIE
A l'occasion des prochaines électìons du Parlement européen qui auront lieu du 23 au 26 Mai 2019, mème les ressortissants des pays de l'Ue résidant en Italìe pourront voter l'n Italie pour les membres attribués à l'Italie l'n envoyant un formulai re au Maire de la Commune de résidence, Le formulaire - qui est disponible à la Mairie ou sur Internet: https://dait.interno.gov.it/elezioni/optanti-2019 - devra ètre présenté à la Mairie ou envoyé par lettre recommandéc avant le 25 Février 2019. Dans le premier cas, le formulaire sera signé devant le fonctionnaire responsable et il n'est pas donc nécessaire l'authentification. Dans le cas d'envoi par lettre recomrnandée, le formu1aire devra ètre accompagné d'une photocopie non authentifiée d'un document d'identité du signataìre (art. 38 alinéa 3 du Décret Présidentiel n. 445 du 28/12/2000).
Le signataire qui remplìe le forrnulaire devra déclarer expressément ce qui suit: d'avoir le droit dc vote dans son pays d'origine, aucune mesure judiciaire à sa charge cntrainant la porte du droit de vote dans son pays d'origine.
Le Maire devra cornmuniquer l'n temps utile l'issue de cette dernande. En cas d'acceptation, le signataire de la demande recevra une carte d'électeur indìquant le bureau de vote où il doit voter.
L'inscription sur la liste complémentaire vous permettra de n'exercer votre droit de vote que pour les membres du Parlement européen attribués à l'ltalie et non pas pour ceux qui sont attribués à votre pays d'origine, le double vote étant interdit.

WAHL DER AN ITALIEN ZUGESCHRIEBENEN VERTRETER DES EUROPAISCHEN PARLAMENTS, SEITENS DER IN ITALIEN ANSASSIGEN UNIONSBURGER
Anlasslich der nachsten zwischen demo 23. Mai und 26. Mai 2019 stattfindenden Wahl zum Europaischen Parlament, erhalten auch die Biìrger anderer Lànder der Europàischen Union die Mòglichkeit, in Italien
ihre Stimme fiir die an Italien zugeschriebenen Vertreter, wenn sie eincn entsprechenden Antrag bei dem fiìr ihren Wohnsitz zustandìgen Biìrgermeister stellen. Der Antrag - das Formular ist bei der Gemeinde zugangtich oder im Internet unter https://dait.interno.gov.it/elezioni/optanti-2019 erhaltlich - muss vor dem 25 Februar 2019 personlich eingereicht werden oder per Einschreiben bei der zustàndìgen Gemeinde eingegangen sein. Im ersten Fall, kann das Unterzeichen des Antrages unter Beisein eines zustandigen Bearnten ohne Beglaubigung gesteIIt werden.
Wird der Antrag jedoch auf dem Postweg zugestellt, muss ihm eine unbeglaubigte Fotokopie des Personalausweises beigelegt werden (Art. 38, Absatz 3 DPR 28/12/2000 n. 445).
Im Antrag ist aufser Nach-und Vorname, Geburtsort und Geburtsdatum folgendes anzugeben: Der Besitz der Wahlerschaft im Herkunftsland, Der Nachweis, dass keine gerichtlichen Maìsnahmen anhangtg sìnd, die im Herkunftsland zu einem Verlust der Wahlberechtigung fiìhrcn kònnen.
Die Ccmcìnde wird in kurzer Zeit die Ergebnisse des Antrages mitteilen; wird der Antrag akzeptiert, so wird dern Antragstcller sowohl ein Wahlausweis, als auch die Adresse des Wahllokals erhalten, wo er wahlen
kann, Mit dem Eintragen in diese Zusatzliste, konnen Sie Ihr Wahlrecht ausschliefslich fOr die an Italien zugeschriebenen Vertreter des Europaischen Parlaments ausOben und nicht fOr die an Ihr Land zugeschriebenen Vertreter: es besteht, in der Tat, das Verbot der doppelten Abstimmung.

Si rammenta infine che gli iscritti nella lista aggiunta in occasione delle precedenti elezioni europee possono esercitare il diritto di voto per i membri del Parlamento
europeo spettanti all'Italia senza dover presentare una nuova istanza.
